Joseph Grover was born in Brentford Middlesex England in 1850 and arrived in Victoria as a young child with his parents William and Elizabeth Grover, he married Ellen Webster in 1874 and they had eight children.

Joseph and Ellen’s eldest child William Edwin Grover died with his uncle William in the Football Disaster in 1892.

Apprenticed to his father William at a young age, Joseph was a Carpenter and Joiner, and a Building Contractor. He and his family had a timber supply company, hardware store and also were the local undertakers.

Joseph built many homes in the area, including "Morven Manor" for Archibald Cook, and a family home he built for himself which was at 743 Esplanade, Mornington, recently demolished.
Joseph was a Councillor and also like his father before him was elected Shire President, he was heavily involved in the local community and also a keen tennis player and sportsman.

Joseph Dale Grover died at the age of 74 years in 1924 and is buried in the cemetery with his wife Ellen and his sister Sarah Grover.
